Since the beginning of this year, the public security organs have continued to crack down severely on criminal activities such as illegal occupation of agricultural land, illegal excavation and mining of black soil and peat, and production and sale of fake and inferior agricultural materials in accordance with the law, effectively safeguarding the legitimate rights and interests of farmers, safeguarding the high-quality development of agriculture, and ensuring national food security. From January to August, a total of 3700 criminal cases were filed and investigated. The Ministry of Public Security supervised 16 cases and promoted the investigation of a number of major cases and the dismantling of a number of criminal gangs in various regions, achieving positive results.  
Public security organs at all levels vigorously build a work pattern driven by professionalism, full police action, departmental linkage, and mass mobilization, establish and improve the "Kunlun" active investigation and crackdown mode, and carry out precise and in-depth strikes on various crimes that endanger food security. Strengthen proactive investigation, establish and improve a new police operation mode of "professional+mechanism+big data", continuously broaden the sources of clues, and improve the ability to discover criminal activities. Strengthen the crackdown on cases, continue to carry out the "Golden Wind" action to safeguard farmland safety, crack down on the destruction of black soil resources, actively participate in the national special campaign to crack down on counterfeit agricultural materials, focus on the illegal occupation of farmland for building houses and cemeteries, illegal breeding and excessive production of seeds, infringement of license plates, and illegal production and operation of banned and restricted pesticides and veterinary drugs, and carry out key rectification of prominent crimes. Strengthen departmental collaboration, establish and improve a more proactive execution linkage mechanism, closely cooperate with departments such as natural resources, agriculture and rural areas, and market supervision, continuously improve mechanisms such as clue reporting, case transfer, information sharing, inspection and identification, and disposal of involved items, jointly print and issue the "Guidelines for the Transfer of Cases Suspected of Destroying Farmland Crimes", and form a joint governance force.  
The head of the Environmental Resources and Food and Drug Crime Investigation Bureau of the Ministry of Public Security stated that the public security organs will fully play their functional roles, continuously increase the crackdown on various criminal activities that endanger food security, actively promote efficient governance, and contribute to ensuring national food security during the 15th Five Year Plan period. At the same time, we remind farmers to report any criminal clues related to illegal occupation of arable land, destruction of black soil, and production and sale of fake and inferior agricultural materials to the public security organs and relevant departments in a timely manner.
