On the day of the first meeting of the "Leading Group for Promoting Urban Renewal" held at the headquarters of the Macao SAR Government, Cen Haohui made the above statement while presiding over the meeting. He emphasized that it is necessary to base on the actual situation in Macau and draw on domestic and foreign experience, explore and improve a complete set of urban renewal models that combine government guidance, market operation, tailored to local conditions, comprehensive utilization, reconstruction and revitalization with regional development.
Cen Haohui stated that the "Three Five" Plan of the Macao Special Administrative Region has carried out a comprehensive and targeted top-level design and deployment of "accelerating urban renewal" in the form of a special chapter, committed to improving the institutional mechanism of urban renewal, focusing on promoting the protective renewal and revitalization of the Ruins of St. Paul's, accelerating the overall renewal of old buildings in old areas such as Yuhan Qunlou, and fully implementing various arrangements for urban renewal.
He pointed out that doing a good job in urban renewal should be organically combined with urban safety, improving people's livelihoods, economic development, grassroots governance, cultural heritage, and scientific governance, to promote high-quality and substantial new development in Macao's urban renewal. Community is an important part of urban renewal work and the basic unit of grassroots governance system. To promote urban renewal, it is necessary to strengthen communication and coordination with clubs and residents, handle various relationships well, have bottom line thinking, recognize risks, difficulties, and pain points, make sufficient contingency plans, ensure safety and stability, and enhance residents' sense of participation and satisfaction through practical actions.
