Recently, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Opinions on Promoting the Reform of Higher Education Institutions by Classification" (hereinafter referred to as the "Opinions"), which made systematic arrangements for promoting the reform of higher education institutions by classification.
The Opinion points out that the classification layout structure should be optimized. Scientifically constructing a classification and development system for universities, distinguishing between comprehensive and distinctive basic directions, establishing a framework for university classification, and establishing a diversified and adaptable university classification model based on affiliation relationships; Coordinate the coordinated development of universities under the central government and local universities; Coordinate the layout of higher education resources; Coordinate and improve the structure of talent cultivation; Coordinate and make good use of international and domestic resources.
The Opinion points out that we should stimulate the development momentum of classification. Build a major strategic support force to serve the country, and give full play to the guiding role of the "Double First Class" construction in the reform of research-oriented universities; Build a strong foundation for serving regional economic and social development, implement high-quality and characteristic applied undergraduate colleges and discipline major construction projects, optimize the implementation of high-level higher vocational schools and major construction plans; Consolidate the support force for innovative development in the service industry, leverage the traditional advantages of industry characteristic universities, and strengthen the ability to serve the real economy; Construct a new form of integrated development of higher education and explore a new model for cultivating top-notch innovative talents in the country.
The Opinion points out the need to improve the mechanism for classified development. Improve the scientific setting mechanism of universities, strengthen national top-level design and macro guidance; Establish a classification management mechanism for universities, promote the formation of a higher education governance system and governance methods that are compatible with the development of university classification; Establish a classification evaluation mechanism for universities and build a multi track, multi subject evaluation system; Establish a sound incentive mechanism for resource allocation; Strengthen the mechanism for adapting talent supply and demand, improve the adjustment mechanism and talent training mode of disciplinary and professional settings driven by national strategic needs.
The Opinion emphasizes the need to strengthen organizational implementation, implement the leadership of the Party in all aspects of the process of promoting the reform of universities, comprehensively strengthen the construction of the Party in universities, adhere to and improve the principal responsibility system under the leadership of the Party committee, effectively enhance the political and organizational functions of grassroots Party organizations, steadily promote reforms, reasonably guide expectations, and create a good atmosphere.
