On the same day, Li Jiachao visited Sham Shui Po District to listen to public opinions on the 2026 Policy Address. He stated that Hong Kong's first five-year plan sets out the economic and social development blueprint for the next five years, which is a forward-looking, strategic, and directional guidance document. The policy address is the annual report of the Chief Executive of the Special Administrative Region on the implementation of Hong Kong's first five-year plan and the annual policy priorities in response to the actual situation, and the two are closely related.
Li Jiachao said that the policy address has set multiple indicators, and every year thereafter, the policy address will formulate policy measures, policy priorities, and major projects for the year in response to the international environment, economic expectations, and latest developments, and continue to work hard to implement the blueprint.
