17 platforms collectively sign contracts, Shanghai releases 2026 self regulatory agreement for ride hailing industry

On August 25th, it was learned from the transportation department of Shanghai that the ride hailing branch of the Shanghai Taxi and Car Rental Industry Association organized 17 ride hailing platform enterprises in the city to jointly sign and release the "Shanghai Online Reservation Taxi Industry Self Discipline Convention (2026 version)", which regulates the operation order of the ride hailing market, effectively safeguards the legitimate rights and interests of drivers and passengers, and comprehensively improves the safety service level of the industry.
It is reported that Shanghai is currently carrying out a thorough clean-up campaign in the ride hailing industry, focusing on three main lines of capacity control, price supervision, and data governance to carry out special rectification, and striving to crack down on prominent problems in the industry such as non compliant capacity operation, opaque pricing, and non-standard data reporting. The new version of the convention focuses on industry pain points, with a focus on the three core contents of full cycle control of human and vehicle qualifications, standardized and transparent pricing, and accurate reporting of operational data, clarifying the industry's self-discipline red line.
Strictly abide by the qualification and compliance standards for personnel and vehicles. The convention requires all platforms to strictly implement the dual certification verification and admission mechanism for personnel and vehicles, and strictly prohibit providing registration and dispatch services to unqualified vehicles and drivers. Dynamically check the existing transportation capacity, clear out non compliant objects in batches, and ensure consistency between online and offline passenger and vehicle information. Establish a database of driver business behavior, collect multi-dimensional violation information such as complaints and law enforcement inspections, and include serious violations such as dangerous driving, refusal to load and abandon passengers in the industry ban list to achieve closed-loop management and restraint across the entire platform, and firmly maintain safety bottom line.
Standardize freight rates and commission management. Require the platform to scientifically establish a pricing system, comply with the upper limit of the commission ratio, and rectify disorderly competition behaviors such as subsidy offsetting and low price dumping. Implement clear pricing regulations, publicly disclose pricing rules, commission rates, and various fee standards, coordinate the protection of passengers' travel rights and drivers' labor income, and maintain a fair market competition environment.
Strengthen the responsibility of submitting operational data. Each contracted platform must strictly implement the main responsibility of digital governance, and submit real-time, accurate, and complete operational data in accordance with regulatory requirements. Establish a sound work ledger for vehicles, drivers, and dishonest personnel, strengthen the defense line for network security, data security, and personal information protection, and empower intelligent supervision with digitalization.
It is reported that the 2026 version of the self-discipline convention released this time is an optimized and upgraded version based on the 2024 trial version. The full text is open to social supervision, and the performance will be included in the annual service quality and reputation assessment of ride hailing enterprises, to tighten the main responsibility of platform safety production. The convention adheres to the principle of strict management and equal care, and emphasizes both standardization and service, strengthening the protection of the rights and interests of ride hailing practitioners.
