Recently, the National Standardization Administration released the first mandatory national standard for cosmetics, "General Requirements for Cosmetics Safety," which will be officially implemented in 2028.
What safety requirements does the new national standard focus on? What should consumers pay attention to when choosing cosmetics?
The relevant person in charge of the Cosmetics Supervision and Administration Department of the National Medical Products Administration introduced that the new national standard organically integrates and improves scattered technical requirements such as the "Safety Technical Specification for Cosmetics", and clarifies the full chain safety requirements for cosmetics in the form of mandatory national standards.
In the past, certain cosmetics had broad definitions of prohibited substances and restricted raw materials, which posed certain safety hazards. The new national standard has comprehensively standardized the terminology and definitions related to cosmetics, and more scientifically defined the connotation and boundaries of cosmetics quality and safety management.
Children's cosmetics refer to cleaning, moisturizing, refreshing, sunscreen and other products used by children aged 12 and under. The skin barrier function and immune system of children are in the developmental stage, and their resistance is lower than that of adults. Therefore, the safety of children's makeup is of concern to parents.
The new national standard imposes 10 times stricter limits on the total bacterial count of children's cosmetics and cosmetics that act on the skin around the eyes, eyelashes, and lips than ordinary products, and implements strict control over high-risk products. Industry experts say that the new national standard has a wider scope and stricter requirements for child protection than the internationally recognized ISO standard. For example, the ISO standard limits the total bacterial count of cosmetics for children under 3 years old to "100 colonies" per gram or milliliter of product. The new standard in China requires that the total bacterial count of cosmetics for children under 12 years old comply with this strict limit.
The new national standard strictly controls the risk substances in cosmetics. Strict limits are set for harmful substances such as mercury, lead, arsenic, cadmium, etc., requiring residue control within 1 to 10 milligrams per kilogram of product. For raw materials that are prone to producing residues such as methanol, asbestos, and benzene, companies are required to strictly control residues and strengthen testing.
How should consumers choose cosmetics after the release of the new national standard?
Firstly, it is necessary to select cosmetics produced by qualified manufacturers and carefully check the production enterprise name, address, production license number, as well as the special cosmetics registration certificate number or ordinary cosmetics filing number indicated on the cosmetics label. Check the registration or filing information of cosmetics through the website or mobile app "Cosmetics Supervision" of the National Medical Products Administration. Do not purchase cosmetics that have not been registered or do not match the registration and filing information.
Secondly, check the promotional language of cosmetics. Cosmetics are prohibited from explicitly or implicitly stating that the product has medical effects, and the use of false, exaggerated, or absolute words for false or misleading descriptions is prohibited. Be wary of efficacy products that claim to be powerful and quick acting, and be wary of absolute and false advertising such as "pure plants" and "pure nature".
Finally, when selecting children's cosmetics, pay attention to whether the product label is labeled with the children's cosmetics logo - "Little Golden Shield". If there is no such logo, refuse to purchase. (Outlook New Era)
