General Secretary Xi Jinping emphasized the need to "focus on building green, low-carbon and beautiful cities." The outline of the "15th Five Year Plan" proposes to "promote the transformation of urban development mode and build modern people's cities that are innovative, livable, beautiful, resilient, civilized and intelligent." In May of this year, the State Council issued the "15th Five Year Plan for Urban Renewal," which listed "promoting the green and low-carbon transformation of urban development" as one of the key tasks. We need to deeply study and implement the spirit of General Secretary Xi Jinping's important speech, implement the outline of the 15th Five Year Plan and the deployment of the "15th Five Year Plan for Urban Renewal", and promote the deepening and implementation of the green and low-carbon transformation of urban development.
Continuously optimize the green living environment. To promote the green and low-carbon transformation of cities, we must adhere to the fundamental principle of putting people first, and enable them to live a more comfortable and beautiful life in the city. One is to combine the development of green buildings, tap into the value of existing resources, and systematically promote energy-saving renovation and infrastructure upgrading of old residential areas, urban villages, etc., to improve the performance of building environmental protection, sound insulation, ventilation, etc., optimize the quality of living environment, and benefit thousands of households. The second is to enhance people's well-being through the construction of green spaces. Protect and restore urban wetlands, improve the urban green space system, promote the opening and sharing of parks and green spaces, and utilize small and micro spaces to build pocket parks and micro green spaces according to the situation. For example, Shanghai regularly holds music performances in ecological spaces such as Chenshan Botanical Garden and Xujiahui Park, making ecological spaces an important carrier for enhancing urban identity. The third is to consolidate public consensus through green governance. The Ecological Environment Code stipulates that "citizens, legal persons, and other organizations have the right to obtain ecological environment information, participate in and supervise ecological environment protection in accordance with the law." Urban renewal, as an important area of green and low-carbon transformation, should improve the public participation mechanism, widely listen to the opinions of the people in the planning, design, and implementation of urban renewal projects, and enable the people to become participants, supervisors, and beneficiaries of green transformation.
Strengthen the empowerment of technological innovation. Give full play to the supporting and leading role of technological innovation, and drive the green and low-carbon transformation of urban development with new quality productivity. Reshaping the construction model with green construction technology, integrating green and low-carbon concepts throughout the entire process of design, construction, and operation, and promoting the achievement of carbon emission assessment throughout the entire life cycle of buildings. Taking advantage of urban renewal opportunities, promote the optimization of urban energy consumption structure, and develop renewable energy such as solar energy and geothermal energy according to local conditions. Using digital technology to enhance governance efficiency, utilizing technologies such as the Internet of Things and artificial intelligence to promote the construction of urban information model infrastructure platforms, and achieving green, low-carbon, and digital management of urban renewal projects. By utilizing a data intelligence platform to collect multi-source data, real-time monitoring and risk warning of the operation status of urban infrastructure such as gas and water supply can be carried out, thus strengthening the safety defense line of urban infrastructure.
Build a green and low-carbon urban cultural brand. Culture is the soul of a city, and green is the color of the city. We should promote a green lifestyle, promote energy conservation and emission reduction, guide green and low-carbon consumption, encourage green travel, and make green and low-carbon a new trend in urban life. Guided by aesthetics, shaping a green landscape and making cities a carrier of green and low-carbon aesthetics. Accelerate the construction of a city form that harmoniously coexists with nature, strengthen the control of the style of key areas and important locations in urban renewal, improve the systematic layout of building clusters, public spaces, and parks and green spaces, enhance the quality and connotation, and highlight the development characteristics. Promote the inheritance and innovation of architectural design and urban design, combine green and low-carbon transformation and development, and form a "trinity" urban aesthetic culture of local characteristics, contemporary trends, and green and low-carbon. Continuously cultivate green heritage through cultural context. Taking advantage of urban renewal opportunities, combined with the construction of urban green space systems and energy-saving renovations of buildings, we will protect and utilize urban cultural heritage, making "living cultural relics" a "new landmark" for urban green and low-carbon transformation.
