The Hong Kong Special Administrative Region Government and the Ministry of Industry and Information Technology of China signed the "Cooperation Agreement on Promoting the Joint Construction of Manufacturing Innovation Centers between the Ministry and Hong Kong" (hereinafter referred to as the "Cooperation Agreement") at the headquarters of the Hong Kong Special Administrative Region Government on the 28th.
Sun Dong, Secretary for Innovation, Technology and Industry of the Hong Kong Special Administrative Region Government, and Xiong Jijun, Deputy Minister of Industry and Information Technology of the People's Republic of China, respectively signed cooperation agreements with the Ministry of Industry and Information Technology on behalf of the Hong Kong Special Administrative Region Government. This cooperation agreement aims to effectively promote the "Cooperation Agreement on Developing New Quality Productivity and Promoting New Industrialization" signed by both parties in September 2024, deepen industrial cooperation between the mainland and Hong Kong, promote Hong Kong's better integration and service to the overall development of the country, and jointly support the construction of a manufacturing innovation center in Hong Kong.
Sun Dong stated that this year's budget proposal of the Special Administrative Region government has suggested reserving funds to build the first overseas national manufacturing innovation center in Hong Kong, with the goal of promoting breakthroughs in key technologies, promoting the industrialization of achievements, and gathering international talents. The Hong Kong SAR government supports the Hong Kong Microelectronics Research and Development Institute to take on the responsibility of leading the operation of the innovation center based on its existing foundation. This move will align with the country's technological and industrial planning priorities, and leverage unique advantages based on Hong Kong's existing semiconductor ecosystem.
Prior to the signing ceremony, both sides had in-depth discussions on how Hong Kong can better align with the national new industrialization development plan, collaborate with mainland cities in the Guangdong Hong Kong Macao Greater Bay Area, and integrate into and serve the construction of the country's modern industrial system.
