As one of the important events of the 2026 Asia Pacific Economic Cooperation (APEC) Digital Week, the 2026 APEC High Level Forum on Artificial Intelligence was held on July 24th in Chengdu, Sichuan Province. The forum released the outcome document "APEC High Level Forum on Artificial Intelligence Declaration on Promoting the Development of Artificial Intelligence in the Asia Pacific Region" (hereinafter referred to as the "Declaration"), which outlines the future cooperation path of APEC artificial intelligence from four aspects: secure development, responsible deployment, innovation environment, and inclusive cooperation. It consolidates the consensus of various economies to further deepen artificial intelligence cooperation and lays a solid foundation for future cooperation.
The statement proposes to encourage economies to share experiences and promote the development and application of artificial intelligence in the Asia Pacific region, taking into account the diverse needs of APEC member economies.
In promoting the safe development and deployment of artificial intelligence, we encourage the development of AI that prioritizes safety and promotes innovation aimed at addressing risks and benefiting the people; Encourage member economies to exchange best practices on promoting the development of reliable, accessible, scalable, trustworthy, secure, and resilient artificial intelligence infrastructure, as well as enhancing the accessibility of digital infrastructure.
In terms of accelerating the responsible popularization and application of artificial intelligence, we encourage the use of various forms of AI to empower economic development and create a favorable environment for the integration of AI into various fields of the economy and society; Promote the provision of accessible education and training resources to various groups in society, and enhance artificial intelligence literacy and skills.
Encourage member economies to consider adopting AI policies that balance risk response and responsible application in creating an environment conducive to AI innovation; Encourage member economies to support open source models and projects that adopt strong security measures during development and deployment, while respecting security, data protection, and intellectual property.
In promoting APEC cooperation with broad participation and inclusive sharing, we welcome the strengthening of capacity building and knowledge sharing among member economies in the Asia Pacific region, and the promotion of innovation and economic growth through open dialogue and collaborative actions, including cooperation with the public and private sectors.
In addition, China announced that it will establish the "China Center for Promoting APEC Cross border Data Flow Cooperation" in Qianhai, Shenzhen, to promote the construction of a comprehensive and open platform for cross-border data flow cooperation that integrates policy research, rule docking, and industrial services, and contribute Chinese strength to promoting digitalization and intelligence in the Asia Pacific region.
