The overall social security situation in Macau remains stable and good.
Chen Zijin, presiding over the briefing on crime statistics and law enforcement data for the first half of 2026, pointed out that the security authorities have always adhered to the overall national security concept, fully implemented the policies of the Special Administrative Region government, implemented the concept of comprehensive security governance, built a modern dynamic prevention and control system, and created a perceptible and predictable safe environment for the private sector.
According to data from the first half of the year, there were a total of 1006 fraud cases, a decrease of 122 cases year-on-year, a decrease of 10.8%; Among them, there were 283 cases of telecommunications fraud, a year-on-year decrease of 177 cases, a decrease of 38.5%, indicating a significant increase in public awareness of fraud prevention.
At the same time, some investment fraud, counterfeit telephone fraud and online dating fraud cases have caused significant losses. The Macau police stated that they will continue to make every effort to curb fraud crimes from three aspects: prevention, recovery, and crackdown.
It is reported that the Macau Special Administrative Region Judicial Police, in cooperation with the Macau banking industry and foreign police, successfully stopped payment and advised to withdraw 404 cases in the first half of the year, involving more than MOP 87 million; Proactively report 256 suspected fraudulent accounts to the banking industry for early warning, freezing, and other measures. At the end of 2025, the Guangdong and Macau police established a mechanism for reporting potential victims of telephone fraud. As of June this year, the Macau police have successfully persuaded 45 victims to withdraw through this mechanism, resulting in a timely loss of over 2.6 million Macau dollars.
Chen Zijin introduced that traffic violation data has been released for the first time, adding information on traffic violations such as "using mobile phones while driving", "not allowed to go first", "running red lights", and "speeding". The Public Security Police Bureau and the Transport Affairs Bureau jointly prosecuted 1238 cases of taxi violations in the first half of the year, a year-on-year decrease of 13.8%; 2759 cases of pedestrians illegally crossing the road, a year-on-year decrease of 41%; There were 1072 cases of violations involving vehicles that were not allowed to pass, a year-on-year increase of 35.2%; 873 cases of using mobile phones while driving, a year-on-year decrease of 12.1%; 4401 cases of 'running red lights', up 74% year-on-year; There were 7435 cases of 'speeding', a year-on-year decrease of 6.9%.
Chen Zijin stated that based on the data from the first half of the year, the cases with significant growth are mainly related to surrounding activities such as tourist attractions, entertainment venues, and hotels, as well as youth issues. In the second half of the year, the security department of the Macao Special Administrative Region will make precise deployments in response to new changes in the public security situation, strengthen cross departmental cooperation mechanisms, and effectively respond to the demands and expectations of the citizens.
