The Implementation Opinions take strengthening the development and utilization of human resources as the main line, accelerating the implementation of the 'Artificial Intelligence+' action, promoting the coordinated optimization of the artificial intelligence industry and human resources and social security work, exploring innovative artificial intelligence application scenarios in the field of human resources and social security, constructing a safe, stable and sustainable artificial intelligence construction and operation mechanism, and realizing the digital development of human resources and social security work, "said the relevant person in charge of the Ministry of Human Resources and Social Security.
The Implementation Opinions also propose a 5-year construction goal, aiming to build an "artificial intelligence+human resources and social security" application infrastructure by 2026, and create 20 application scenarios and corresponding high-quality datasets based on industry models; By 2030, an innovative situation will emerge in the widespread application of artificial intelligence in the social industry.

To further improve quality and efficiency, the Implementation Opinions take scenarios as the driving force, industry empowerment as the goal, and people's livelihood effectiveness as the guide, creating major scenarios for artificial intelligence in the human resources and social security industry from six aspects: "smart employment", "smart social insurance", and "precise talent cultivation and use". A panoramic view of artificial intelligence application scenarios in the human resources and social security industry has been developed, with a total of 67 sub scenarios.
In addition, in terms of building artificial intelligence application platforms, the Implementation Opinions propose to establish a collaborative development pattern of artificial intelligence in the human resources and social security industry, consisting of "1 (ministerial level)+N (national artificial intelligence application pilot base)+32 (provincial human resources and social security department)". The national artificial intelligence application pilot base will coordinate the construction of a national human resources and social security artificial intelligence application platform to create a safe and trustworthy "artificial intelligence+human resources and social security" application infrastructure.
