Li Jiachao introduced that since the public consultation on Hong Kong's five-year plan was launched on June 15th, the SAR government has held more than 10 consultation sessions and received nearly a thousand opinions. He presided over three consultation meetings, including consultations with Hong Kong National People's Congress deputies and members of the Hong Kong National Committee of the Chinese People's Political Consultative Conference, as well as consultations focusing on the construction of university towns and the higher education sector in the northern metropolitan area. Many opinions involve both the long-term direction of the five-year plan and the annual deployment of the policy address.

The five-year plan is a forward-looking, strategic, and directional guidance document that clarifies the direction for Hong Kong's economic and social development in the next five years; The policy address is an annual policy deployment that sets multiple specific indicators, responds to the requirements and directions of the five-year plan, reports on implementation progress, and introduces policy measures according to the actual situation of the year.
