On the group side, age-appropriate modifications need to be extended from applications to government terminals and grassroots service windows, rural digital infrastructure should be upgraded, and regular digital training should be provided to effectively narrow the digital divide. On the content side, core socialist values must be embedded into recommendation rankings, stable channels should be reserved for authoritative information and highquality content, the negative feedback loop of traffic supremacy should be broken, and the proliferation of vulgar, sensational, and false content must be resolutely curbed
