Two departments jointly issue document to solve the problems of AI "inaccurate measurement" and "data shortage"

On the 28th, the reporter learned from the State Administration for Market Regulation that the bureau and the National Development and Reform Commission recently jointly issued the "Guidelines for Artificial Intelligence Measurement System and Capacity Building (2026 Edition)" (hereinafter referred to as the "Guidelines"), which systematically layout the construction of artificial intelligence (AI) measurement capabilities, marking a crucial step for China's AI field from "building computing power and expanding scale" to "improving quality and strengthening foundation". The "Guidelines" revolve around six major system layouts: basic support, general technology, core technology, measurement technical specifications, measurement service industry, and intelligent empowerment of measurement, aiming to bridge the "last mile" between laboratory innovation and industry applications. In response to pain points such as algorithm "black box" and poor decision interpretability, the "Guidelines" focus on the problem of "inaccurate measurement", deploy key technologies such as internal state monitoring and representation of AI systems, promote the establishment of reliable, secure, and trustworthy measurement standards for artificial intelligence, and achieve "measurable, comparable, and traceable" performance of AI technology. Around the benchmark of "measurement and scale", the "Guidelines" clearly propose to support the construction of a national level measurement technology research and development application center, develop a batch of AI measurement standard devices with independent intellectual property rights, accelerate the formation of a full chain measurement capability covering algorithm models, computing power efficiency, and data quality, and provide unified "measurement and scale" for AI products. In response to the problem of "data scarcity", the "Guidelines" propose to build datasets with the highest metrological characteristics, standard reference datasets, and test datasets, establish a basic resource sharing mechanism, break down industry data barriers, and provide accurate "food and forage" for artificial intelligence algorithm training and evaluation. In addition, the Guidelines promote the deep integration of metrology technology into 14 key areas such as intelligent manufacturing, smart healthcare, and smart transportation. Research on metrology technology is conducted around key parameters such as the reliability of AI diagnostic algorithms, helping to solve quality assessment problems in industrial digital transformation and enhancing people's sense of security and achievement in the application of artificial intelligence. Next, the State Administration for Market Regulation will establish a number of research and application centers for artificial intelligence measurement technology, which will take the lead in key areas such as smart supervision and smart healthcare, forming replicable and promotable "artificial intelligence+measurement" application scenarios, and accelerating the construction of a measurement support system that matches the development of leading industries in artificial intelligence.
