The International Monetary Fund (IMF) delegation recently released a preliminary summary after completing discussions on Article 4 of the Hong Kong Special Administrative Region in 2026, reaffirming Hong Kong's role as an international financial center and "super liaison". Hong Kong SAR government officials welcomed this on the same day. The delegation pointed out that the Hong Kong economy has continued to recover, benefiting from strong performance in technology related exports, gradual improvement in private demand, and a rebound in financial market activity. The delegation stated that the implementation of Hong Kong's financial strategy is sound, coupled with robust systemic regulation, which provides superior conditions for further promoting the development of digital finance and sustainable finance. The Financial Secretary of the Hong Kong Special Administrative Region Government, Paul Chan, welcomed the delegation's assessment of the sustained recovery of the Hong Kong economy and supported the government in implementing fiscal policies that are conducive to economic growth and achieving diversified economic development. Chen Maobo said that the Hong Kong economy will experience strong expansion in the first quarter of 2026. Looking ahead, with strong global demand for AI related electronic products, sustained growth in visitor numbers, and active cross-border financial activities, Hong Kong's economic growth prospects are positive. The favorable business environment and gradually improving consumer atmosphere will continue to support local demand in Hong Kong. The Chief Executive of the Hong Kong Monetary Authority, Yu Weiwen, welcomed the delegation's continued support for the linked exchange rate system as an important cornerstone of Hong Kong's financial system and overall economy. He was pleased that the delegation affirmed Hong Kong's robust regulatory framework. The IMF delegation visited Hong Kong from March 16th to 27th this year, during which they held discussions with officials from the SAR government, financial regulatory agencies, and representatives from private institutions.
