Since the beginning of this year, the Cyberspace Administration of China has comprehensively deployed and promoted the standardization of short video content annotation work to address prominent issues such as unclear sources, difficulty in distinguishing truth from falsehood, and confusion. Since January, we have guided website platforms to thoroughly clean up more than 520000 illegal short videos such as false posing, severely punish more than 68000 illegal accounts, issue 54 governance notices, and focus on exposing typical cases. In March, we guided 12 platforms, including Tiktok, Kwai, Tencent, Xiaohongshu, Bilibili, Weibo, Taobao, Jingdong, Pinduoduo, Alipay, Meituan, Baidu, to try first, improve the content labeling, and optimize and test the content labeling function. Recently, the Cyberspace Administration of China summarized the trial experience of 12 platforms and guided various websites and platforms to comprehensively promote the implementation of three tasks: standardizing the labeling of short video content, clarifying that website platforms must provide users with six types of "mandatory tags", and can provide other "optional tags" according to their own actual situation. Among them, "mandatory tags" include "containing fictional deduction content", "containing AI generated content", "containing marketing information", "content for reposting", "content for personal opinions", and "no need for labeling"; Real life record short videos can choose the "no annotation required" tag, which is not displayed on the short video page. Set content annotation as a necessary step for short video publishing, and publishers must select one option from the "required tags" in order to publish short videos. Strengthen the review of the labeling of newly added short videos, conduct batch tracing of existing short videos, supplement or correct non-standard labeling, and educate and warn relevant publishers to promote the full labeling of short video content.
