General Secretary Xi Jinping pointed out at the opening ceremony of a special study class for leading officials at the provincial and ministerial levels to study amplement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee: "We must adhere to the domestic cycle as the mainstay, correctly handle the relationship betweensumption and investment, and between demand and supply, and closely integrate improving people's livelihood with promoting consumption, and investment in things with investment in people, so as to strive to improve quality and efficiency of the national economic circulation and make domestic demand the main driving force for economic development." The Outline of the 15th Five-Year Plan makes important arrangements foring a strong domestic market and accelerating the building of a new development pattern," taking "vigorously boosting consumption" as an important task and proposing to "coordinate employment promotion, inconcrease, and expectation stabilization." To implement this task, it is necessary to not only deepen the understanding of the tasks of promoting employment, increasing income, and stabilizing expectations, but also accuratelderstand the internal logical relationship among the three and coordinate their advancement in practice, so as to create a more favorable foundation and conditions for building a strong domestic market and accelerating the build development pattern.
Balancing the Practical Relevance and Urgency of Promoting Employment, Increasing Income, and Stabilizing Expectations
Promoting, increasing income, and stabilizing expectations are key tasks in economic work. As China's economy enters a higher stage of development and faces profound and complex changes, the CPC Central Commitwith Comrade Xi Jinping at its core has emphasized these three aspects in parallel, further highlighting their practical relevance and urgency. Achieving the corresponding goals around these three aspects helps accurately gra close links between consumption and investment, and supply and demand, promoting a virtuous interaction among the three in policy implementation; it helps eliminate the "temperature difference" between macro indicators and microperceptions, enhancing the confidence of market entities; and it helps safeguard and strengthen the endogenous driving force of the domestic economic cycle, enhancing the reliability and sustainability of the domestic economic circulatific insights can be deepened from the following dimensions.
The micro foundation for achieving macro policy goals. Compared with other policy goals, promoting employment, increasing income, and stabilizing expectatiirectly meet the needs of micro subjects, namely individual workers and resident households. The three are closely interconnected, forming an indivisible whole, which not only generates better policy efficacy but als coordinated approach. This policy orientation and focus reflect the Party's profound understanding and high regard for the needs of workers and other micro subjects for a better life, highlighting the increasingly imporle of demand in economic growth. From a methodological perspective, this tripartite understanding and deployment helps drive policy measures to focus on the principal contradictions in economic work and be implemenn a way that seizes the essentials to lead the rest.
Effective policy levers to address the domestic contradiction of strong supply and weak demand. In recent years, the externalironment has undergone profound changes, deepening its impact on China's economic growth through exports and supply chains. China's economic structural transformation has entered a critical stage, while the population hashifted to a phase of quantity reduction, exhibiting trend characteristics such as low birth rates and aging. This has led to challenges on the supply side and pressures on the demand side of Chinparticularly as the impact of household consumption on economic growth has strengthened. Promoting employment, increasing income, and stabilizing expectations serve as reliable driving forces for smoothing the domestic economic These three elements empower each other, constituting a crucial guarantee for maintaining economic growth within a reasonable range, while also revealing the internal logic and reform direction for coordinating these three aspecch indicates that the level of household consumption is closely linked to income levels and distribution status; the ratio of household consumption expenditure to GDP (i.e., the household consumption rate) is highly correlated with the proportion of household income in society-wide disposable income and the proportion of labor remuneration in primary distribution.
Key areas and policy focal points for investing in ple. Closely combining investment in physical capital with investment in human capital, and driving more financial resources toward investment in people, is an inevitable requirement for China's economy to enter a hig development and an urgent need to actively address prominent issues in economic structural transformation. First, in a higher stage of development, a significant portion of the improvement in people's quality oe comes from the supply of basic public services, for which the government increasingly assumes primary expenditure responsibility. Second, with economic and social development, the return on investment in physical capital has dned, and its pull on economic growth has weakened; initiating new growth drivers requires increasing investment in human capital, which exhibits increasing returns. Third, there are bottlenecks and deficiencies in the livelhood sector, mainly manifested in the need to improve the supply level, coverage, and equalization of public goods; these require resolution and supplementation under the overall deployment of increasing investmenople. Fourth, the new round of technological revolution and industrial transformation, represented by artificial intelligence, has significantly increased labor productivity; on one hand, this provides a more solid material foundation for int in people, while on the other hand, it requires investment in people to ensure that the development dividends brought by the technological revolution are shared. Coordinating efforts to promote employment, incease income, and stabilize expectations not only establishes the policy implementation focus for investing in people but also highlights the people-centered development
Focus on resolving structural employment contradictions
Employment is the most fundamental aspect of people's livelihood, and high-quality and full employment is an intrinsicuirement and inevitable outcome of high-quality development. Currently, China's employment contradictions have shifted from quantitative to structural, while the labor market has returned to a state of full employment. Tictates that the focus of employment promotion policies should shift from expanding employment scale to improving employment quality, and from addressing cyclical unemployment to resolving structural employment contradictions, thereby enhancing the matching efficof the labor market.
Improve the protection of rights and interests for workers in new forms of employment. As China enters a stage of high-quality development, with industrial restructuring and the widespread apation of new technologies across industries, some traditional positions have been replaced. Meanwhile, new industries, new business forms, and platform economies have created a large number of new jobs, corresponding employment patterns, with the most prominent feature being the non-unit-based nature of employment. For traditional employment forms, the enforcement and supervision of labor and employment laws and regulations, the impleion of labor market institutions such as minimum wages, labor contracts, and collective bargaining, as well as social security coverage, all rely on employment units. These aspects are not fully applicable new forms of employment. Therefore, in accordance with the new characteristics and requirements of the labor market, it is necessary to improve the protection of rights and interests for workers in new forms oployment and perfect various systems regarding labor rights protection and social welfare.
Promote the rational flow of the labor force. Generally speaking, the optimization and upgrading of the industrial structure and the improvement of employment quality are largely achi through the flow of labor from lower to higher labor productivity. During periods of rapid economic growth, the transfer of labor from rural to urban areas and from agriculture to non-agricult sectors has macroscopically raised labor productivity and microscopically increased labor remuneration, thereby elevating employment quality. At the same time, it must be noted thacceleration of industrial structural transformation, the phenomenon of reverse labor flow also occurs. Especially when the working-age population shrinks, the share of manufacturing declines, and job automation increasethe speed of labor transfer slows down and the scope narrows. Research indicates that in recent years, employment of rural migrant workers in China has shown a trend of localization rather than flowing e and medium-sized cities with higher labor productivity. Meanwhile, labor is also shifting from the secondary industry, which has higher labor productivity, to the tertiary industry, which has lower labor prod In response, strong reform measures and macro-control policies must be adopted to encourage and guide the flow of labor to regions and industries with higher labor productivity, while maintaining a reasonable propoanufacturing sector.
Enhance the matching of human resource supply and demand, focusing on older and young workers. The core of labor market matching lies in workers' ss, which are primarily acquired through human capital development mechanisms such as school education, vocational training, and the accumulation of work experience. Rapid technological change and industrial structure upgrading often result in a lag b development and the renewal of skill demands, leading to structural employment difficulties characterized by a mismatch in human capital supply and demand. This situation is more prevalent among older and young wolder workers often suffer from low levels of education, weak skill renewal capabilities, and poor adaptability to the labor market, while the "digital divide" further widens the skill gp they face; the employment difficulties faced by young workers typically stem from a lack of work experience, and the widespread application of artificial intelligence may further undermine the competitiveness of those with lower skil. To address this, relevant policy measures should be adopted to strengthen technical and vocational training, helping these key groups better adapt to the job requirements of the inte
