Hong Kong's Kai Tak Smart Green Mass Transit System Railway Scheme Approved

The Chief Executive of the Hong Kong Special Administrative Region, in conjunction with the Executive Council, approved the railway scheme for the Kai Tak Smart Green Mass Transit System (Kai Tak Project) under the Railways Ordinance (Chapter 519) on the 31st. The Kai Tak project has a total length of approximately 3.5 kilometers and is planned to have six stations. The terminal stations at both ends will connect to the Kai Tak Cruise Terminal and the MTR Kai Tak Station. The Kai Tak project will provide convenient transportation connections from the former runway area to the MTR Kai Tak Station, enhancing the coherence of commercial and residential development, tourism, entertainment, sports and community facilities in the area. The SAR government has launched a tender for the Kai Tak Smart Green Mass Transit System contract in October 2025, and the system is expected to be put into service in 2031. A spokesperson for the Special Administrative Region government stated that the government has previously collected public opinions on the Kai Tak project through various channels, including consulting with the Legislative Council's Railway Matters Subcommittee, Transport Advisory Committee, Kowloon City District Council, and the Kai Tak Waterfront Development Task Force of the Seaside Affairs Committee, as well as communicating with relevant Legislative Council members and stakeholders. The public generally expresses support for the Kai Tak project. The plan for the Kai Tak project will be published in the constitution on July 25th and August 1st, 2025. The spokesperson stated that in promoting the Kai Tak project, the project management company will maintain close communication with relevant stakeholders. In addition, the project exclusive company must comply with the conditions listed in the environmental permit issued by the Director of Environmental Protection to reduce the environmental impact of the project.
